Specs often contain links to /tip/ (latest commit, even if it is on a branch) where it should instead link to /default/ (current commit on the default branch).

https://dvcs.w3.org/hg/undomanager/raw-file/default/undomanager.html#automatic-dom-transaction is an example of a spec with many links to /tip/, both in its own repository and other repositories (e.g. domcore).

https://dvcs.w3.org/hg/webevents/branches is an example of a branchy spec repository.

Likewise, this is totally unrelated to the HTML WG's spec, doubly so since we use GitHub anyway. Thanks, I've forwarded your concerns.
