The spec says "Any object implementing URLUtils has an associated base URL base", but for Location, isn't that the base URL of the entry script, which might vary each time the interface is used?

Bobby Holley and I came up with a change. Instead of saying there's an associated base URL, there's an associated "get the base URL". For <a> and such this returns the associated base URL, for Location it returns the entry script's base URL.

I'm gonna assume this will work, but I'll give it a day.
