The WebRTC draft and its normative references do not provide a definition for how streams are multiplexed on a single transport flow.  This has been a topic of much discussion in working group meetings, but there is no evidence in the draft (or its references) that this option even exists.

Closing as "this is the IETF's problem".

We do have a normative dependency on rtcweb-transports.
