The WebRTC draft does not provide a definition for the protocol used for the data channel, plus how it is signaled and secured. The 'SDP' references do not explain how to tell the API to construct a data channel on the network, despite data channel APIs being present.

Text now says:

The messages sent between the browsers are described in [RTCWEB-DATA] and [RTCWEB-DATA-PROTOCOL].

Session setup is addressed through references in JSEP, also referenced.
