See bug 20485 comment 6 for why this concept was added to DOM. I looked through HTML and could not find the text that would need to reference this concept instead of what it said now, although I too thought it was defined.

Right, but that does not really work if we are going to make these things pluggable. Large part of the idea of components is that we also define existing elements with the same layering.
