Can you get FileCallback moved from that spec to another then?

"callback FileCallback = void (File file);" is minor enough you can just c/p it into HTML, IMO.

Checked in as WHATWG revision r7824.
Check-in comment: Move FileCallback into the spec rather than referencing File System API just for that.
