The HTML5 [FULLSCREEN] reference has a link to the WHATWG Fullscreen specification.  That in and of itself seems like a problem, but in addition the WHATWG Fullscreen specification section 3 references the WHATWG HTML Living specification for details regarding the fullscreen flag settings.

This issue has an indirect dependency on bug 18840 which adds the fullscreen flag settings logic to the WHATWG HTML Living specification.  Implying the resolution for 18840 should also go in the HTML 5.0 specification.  If the 18840 resolution goes in the HTML 5.1 specification then the 5.0 specification will have a dependency on the 5.1 specification and should reference it as well.
