Create a set of guidelines for users creating different kinds of content reports.  This should cover requests for content edit suggestions and suggestions for adding new content.

Any other content report types that should be included at this time?

To explain why this is a later resolve, it will end up just being a part of the workflow in TBG. Once we get settled in we can start tweaking the fields for submissions, therefore just making this a transparent part of the system.
