In quirks mode and almost standards mode, a block container element whose content is composed of inline-level elements, the element's 'line-height' must be ignored for the purpose of calculating the minimal height of line boxes within the element.

The wording is similar to the normative text in http://www.w3.org/TR/CSS21/visudet.html#propdef-line-height .
