The ISO-2022-KR encoder shifts to ASCII mode at EOF.  If that is necessary, would it not be needed for ISO-2022-JP and HZ as well?

(ISO-2022-JP and HZ are potentially affected irrespective of bug 20599.)

Consistency has been achieved by removing ISO-2022-KR.
