Section 14.9.1, fn:parse-xml

Signature: fn:parse-xml($arg as xs:string?) as document-node(element(*))

Rules:
  "If $arg is the empty sequence, the function returns the empty sequence."

If the function may return the empty sequence, the return type should instead be "document-node(element(*))?"
