The forum/Q&A is becoming rather unwieldy and hard to navigate. We should consider separating it out into categories

What categories would be good?  It is built in to allow this, all we need to do is decide on what to have.

Perhaps:
- HTML
- CSS
- Javascript
- Concepts
- Accessibility
- Etc.
Basically replicating the URL hierarchy of the docs.  I think doing that much though could create too many categories and cause confusion as to where to post to.

I'd also suggest adding Web Platform (Meta-discussion) to the category list.
