The flags template makes it so all flags are clickable to see a list of pages that match. But the links with a dash in the property name (e.g. http://docs.webplatform.org/wiki/Special:SearchByProperty/High-level_issue/Needs_Topics) don't appear to work; the - is treated as a "%" on the form. I've tried working around it in a number of ways; it looks to be a bug in Semantic Media Wiki. Probably the best alternative is to switch to having the property name be "High level issue" as opposed to "High-level issue", but that would lose all of the high-level issues that are set on pages now until they are touched again.
Note: a temporary workaround is, when taken to that page by clicking the link, change "High%level_issue" in the form field to "High-level_issue" and resubmit the form.
I can confirm Alex's workaround. My colleague Stefan points out that this seems to be an urlencoding issue in the flags bar.
The workaround to change the property name makes me nervous because then all pages will have the old value (and thus defeat searching) until they're resaved. Anyone with more MW/SMW experience have any better ideas?
