The Table of Contents (ToC) component causes main heading on forums page to be pushed down below the fold. Repro steps: 1. Go to http://talk.webplatform.org/forums/ 2. Set browser zoom to actual size (Select Cmd-0 or Ctrl-0 to set font size to default actual size.) Note the ToC on the right. The main area on the left is whites space, the main heading begins below where the ToC ends. 3. Set browser Zoom out twice (Select Cmd-Minus Key 2xs) Note the main area appears properly in the lefthand column. Expected: ToC does not take precedence over Main content area. Actual: ToC pushes Main content area down the page. (This probably also means that it's not responsive to smaller devices.)

Yup, this is pretty bad. Also happens on small screens.
