The Structures spec should be modified so as not to require the
production of the canonical form of any simple value; any legal
lexical form for that value should be accepted instead.

For more details and background read the entry in the requirements
list and the materials linked from there.

At the ftf meeting of August 2005, the Working Group requested
that the editors provide wording for this requirement for
consideration at our telcon of 2 September.
