Users can set a personal preference "Show table of contents (for pages with more than 3 headings)". If this is enabled, they get both an inline TOC and the Contents sidebar. It might make sense to only show one of these. This might have accessibility implications.

How about disabling that preference so that we only have the contents sidebar?
