I implemented {{Page_Title}} (http://docs.webplatform.org/wiki/Template:Page_Title) and successfully tested it by including it on Guide page types. I'm going to extend it to all other page types now.

We need to:
* Suppress the built-in h1's when {{Page_Title}} is used on the page.
* Make sure the styling currently aimed at built-in h1's applies to these new h1's, which are within the page content.

Removing the default page title is not a problem, but removing it conditionally might be tricky. 

Is there some way to have the default value of Template:Page_Title be the URL title?

It already does that. The problem is that you'd need to get {{Page_Title}} to show up automatically on _every_ page, including ones that are just created by hand. _That's_ the problem with that approach.

Supressed URL-based titles for now, will try to do so conditionally later.

For now, we will simply have to add a page title to every page.
