The default appearance of the dialog when it is opened is currently fairly large, and right in the middle of the page. So that it doesn't obscure the content, it should be narrower, and should be positioned slightly to the right of the content area.
Bumped down a notch in pri.

As of right now this *appears* resolved to me. Although that could be due to the new top level navigation menu. Once the navigation issue is fixed I will have a look again, if the problem persists after that then I will file a new bug report in the new system.
