We should install http://www.mediawiki.org/wiki/Extension:DismissableSiteNotice

We're going to have a banner at the top of every page that reminds people that this is an alpha. That's going to get annoying for repeat users (although we're going to move it to only show for non-logged in users). The DismissableSiteNotice extension will allow folks to close it and have it stay closed.

The DismissableSiteNotice extension is installed, but it triggers an error in the MediaWiki:Sitenotice page that seems to be caused by the skin (the same error has popped up elsewhere, so I'll prioritize fixing it.
