Error codes are needed for 1. zero-digit being assigned to a charcter that does not represent zero 2. assigning a string longer than one character to any of the 7 properties that are specified to be 1 character long Both of these situations are already identified as errors.
I agree with you that error (1) merits a specific error code; but I'm inclined to think that XTSE0020 serves adequately for error (2). Michael Kay personal response
The Working Group accepted this comment, leaving the editor discretion over allocation of error codes. Error code XTSE1295 has been allocated for the first condition, and XTSE0020 is (re-)used for the second. Please would you mark the bug as closed if you are satisfied with this resolution. Michael Kay
