Per PFWG's Formal Objection [1] remove the sentence:

"User Agents are encouraged to expose the full semantics of hidden elements to Assistive Technology when such elements are referenced from WAI-ARIA attributes such as aria-describedby."

I'll take this one. Resolution of this bug will depend on the outcome of 18744 and 18745.

I believe that is the other way around Ted. The resolution will depend on outcome of the Formal Objection.

Hopefully it will all be resolved amicably.
