There is no explicit statement that it is a static error in xsl:namespace-alias
if either of the prefixes (when not "#default") has not been declared in an
in-scope namespace declaration; and there is no error code for this condition.

I propose to allocate error code XTSE0812

The Working Group accepted this comment at its meeting on 15 September 2005. The
spec has been updated.
