It's not misspelt; it's the "element that is being outlined", i.e. the outlinee.

If you have a better suggestion I'm eager to use it instead, since people keep getting confused by this.

Went with "outline target".

Checked in as WHATWG revision r7671.
Check-in comment: Try renaming 'outlinee' to 'outline target' to see if it makes more sense to people.
