The specification for the "about" URI scheme has introduced a FCFS (first come first serve) registry for about URIs; the HTML5 spec should probably register about:legacy-compat, about:scrdoc, and update the definition for about:blank. It's unclear to me from that document who one needs to send those templates to!

I think the registration of about:blank should point to the HTML spec. I also think that the other two HTML related registrations *should* point to the W3C spec.

about:blank is defined by RFC 6694; no additional registration for it is required.
Unless somebody's going to take an action on actually doing something for this, it should be moved to resolved=wontfix as being a nice-to-have that nobody cares enough about to actually take responsibility for.
