Seems like body shouldn't collapse bottom margin, and we can have a limited set of elements that collapse the top margin for body, td and th. Empty elements (same set) at the start of body, td and th should get collapsed bottom margin. Empty elements (same set) at the end of td and th should get collapsed top margin.
