Currently, the File API makes use of the terminology "dereference..." when talking about the Blob URI.

HTML5 uses this to refer to javascript: URIs, but also "Fetch" to refer to URLs.

We should make this consistent.

This bug doesn't materially slow down implementations, so I'm marking this WONTFIX till further notice.
