This bug was cloned to create bug 18261 as part of operation convergence.

The idea is that the on-the-wire format is not locale-specific but always in an unambiguous globally machine-readable format defined basically by ISO. The UI can be locale-specific, but that's up to the UA.

(There's a separate bug about allowing the page to request specific locales' UIs, but that's different.)
