Audio-ISSUE-63 (AudioPannerNodeVectorNormalization): AudioPannerNode orientation normalization unspecified [Web Audio API]

http://www.w3.org/2011/audio/track/issues/63

Raised by: Marcus Geelnard
On product: Web Audio API

https://dvcs.w3.org/hg/audio/raw-file/tip/webaudio/specification.html#AudioPannerNode

How is the length of the orientation vector treated? E.g:

* Must it be a unit vector?
* Will it be automatically normalized?
* Will the length of the vector affect the gain?
