It would be really useful if users who detect a problem with the test framework could just click a button, enter a short description, and have it submitted to us.

The bug reporting interface should allow to report commonly spotted issue:
* broken link
* lack of use of testharness.js or testharnessreport.js
* non-mobile friendlyness
* automatibility

(a number of these should also be automatically detected by an out of band system; see e.g. http://lists.w3.org/Archives/Public/public-html-testsuite/2012May/0000.html )
