This bug was cloned to create bug 18154 as part of operation convergence.

The spec doesn't have a concept of browsing contexts having specific sizes. If there was a CSS spec that defined the rendering of visual browsing contexts and could parse the settings for showModalDialog (and window.open) and turn them into something normative regarding window sizes, etc, I'd be happy to pipe the relevant arguments from those methods over to the other spec.

I'm marking this NEEDSINFO, the info needed being that other spec.
