3.1.3 Resource metadata management http://www.w3.org/TR/html5/dom.html#resource-metadata-management The 'lastModified' value uses the "MM/DD/YYYY hh:mm:ss" format. It's not clear if this is done for historical/compatibility reasons (it is, isn't it?) and there should be a reference to why this particular format is wanted.

The I18N WG reviewed this issue in our teleconference of 2014-02-27. We agree with this resolution.
