2.7.4 Extracting encodings from meta elements http://www.w3.org/TR/html5/fetching-resources.html#extracting-encodings-from-meta-elements This section should probably be titles "Extracting character encodings from meta elements" (and ditto in the text). The word "encoding" by itself could mean other things, such as transfer encoding.
