Consider at some stage (LC2?) switching to a model where every change must be pre-approved by the WG as a whole before going in, even changes driven by duly submitted bugs.

Based on <http://dev.w3.org/html5/decision-policy/html5-2014-plan.html>, this proposal should reflect CR instead of LC2, and reflect a one week review period instead of 72 hours.
