This should mention (non-normatively) http://dev.w3.org/2006/webapi/WebIDL/#dfn-obtain-unicode as the preprocessor that most specs should use.

The specification no longer has this wording, but the suggestion might still make sense I suppose. Where do you think we should write this? In the encode/decode section?

That makes sense, maybe in the note at the top.  I guess this is actually about the conversion from DOMString to a series of codepoints, not preprocessing.
