In section 4.12 (Module Import), the components "statically known function signatures" and "in-scope variables" of the static context are populated. I could not find any reference to the components "named functions" and "variable values" of the dynamic context being populated with the imported functions and variables. Could it be missing?

The import is to the module's dynamic context.

The WG agrees.
