These tests expect the target namespace URI of a module import to be resolved relative to the static base URI. e.g.

  declare base-uri "http://www.w3.org/TestModules/test";
  import module namespace test="test";

Is this correct?  As far as I can tell, the specification doesn't explicitly say that a relative target namespace URI should be resolved in this way.
