Test addB161.i of group addB161 of set MS-Additional2006-07-15 should be valid for 1.1. In schema 1.1 it's no error if an xsi:noNamespaceSchemaLocation appears after the first element/attribute with absent namespace.

The same for test addB164.i in group addB164.
