It is not possible to upload an HTML document, only CSS documents.
In the meantime, the upload interface now notes that *only CSS* files are accepted

In Unicorn, we do that using a dropdown list of mimetypes, but here it should be possible to guess the type from the content» When using upload, we would also have a media type. So the absence of media type would only be a proble for "direct input". There, heuristics to guess whether the content is CSS or HTML might be a tad tricky (think of the cases where people put html-style comments in CSS stylesheets...) but feasible.
interface still says "CSS files only", to be changed. FAQ should be updated to mention that in these modes, import not followed
Latest version of the validator, released today, now accepts HTML or CSS via direct input. Still doesn't seem to work with file upload, I'm leaving this bug open.
Actually it *does* seem to work with file upload, although there is a different bug when uploading a file with a media type unknown to the validator. Will close this and open a separate bug for the upload crash.

Colour me utterly confused here. As of today: * both the production (jigsaw.w3.org) and dev (qa-dev.w3.org) instances seem to be recognizing html when sent through file upload * the file upload interface still says "CSS files only" * in direct input mode, the validator stumbles on the first html-ism and stops * there is no UI to tell the validator "this is html" I think it is fair to assume: * HTML is now supported on "by URI" and "File Upload" modes * not supported (yet) in "Direct Input" mode This calls for reopening of this RFE.
