The Add Specification page requests a Spec URL, and says:

"The URL for the location of the single-page version of the full spec; e.g., “http://dvcs.w3.org/hg/webperf/raw-file/tip/specs/RequestAnimationFrame/Overview.html”. "

I want to add a URL for the HTML 4.01 spec, but there doesn't seem to be a single-page version.  What should I do?

I tried linking to the page that contains the TOC, to see whether that was sufficient, but it appears that the algorithm actually looks for section headings.
It might be easier to paste the code for the TOC into the form and let the algorithm work on that.


It occurs to me that there may also be problems when dealing with XHTML 1.0, where there is a spec that is very short and that refers you to the HTML 4 spec for details.

The framework backend supports adding multi-page specs. I didn't expose it in the UI because it seemed to me to add complication to the process and most maintainers don't want or need it (because they have single-page specs).

I think the fact that the HTML4 spec does not have a single-page HTML version is a deficiency in the HTML4 spec that should be corrected.

In the mean time,  have you tried just adding the base URI for the HTML4 spec? I think that might actually work -- as long as you include filenames in the links in your manifest.

I tried using the base uri for the CSS2.1 tests but, as I expected, it didn't work. 
a. there are no sections visible in the pulldown
b. the links (though complete in the manifest) don't work

So could someone please add the section information for CSS2.1 for me in the database, and I'll change my manifest links?
