Add the following as something that can be added anywhere in WebVTT files:

   DEFAULTS
   align:left size:50%

...or all on one line maybe:

   DEFAULTS align:left size:50%

The use case is reducing file size and making hand-authoring easier.

Moved to the TextTracks CG since this is where WebVTT issues are being addressed.

This is similar to issue 15023, except it applies to cue settings and not CSS styling.
