Agreed. The spec for timezone formatting has been clarified and made more prescriptive. I have split the test into two, one of which uses [z0] and gives the current results, the other uses [z] and gives Tim's results.

I've also taken the opportunity to add some tests for military timezones, though there is more that could be tested in this area.

Possibly related to this change, there appear to be two tests named format-date-018.

Fixed the test numbering, and added a number of new timezone tests.
