Change Description: no spec change
Rationale: Just allowing them to be nested wouldn't make them do anything, since it would still just fire the button handler and the link would still do nothing.

<button type=button> is indeed useless when JS is disabled. The solution is not to nest it inside a link, but to only use it when JS is enabled (e.g. by having the JS change submit buttons to normal buttons, or have the JS be the one that creates the button in the first place).
