Checked in as WHATWG revision r6640.
Check-in comment: Define the concept of 'palpable content' so that we can better define the 'should'-level requirement equivalent to HTML4's 'paragraphs must not be empty'. This might be overkill. On the other hand, this might be useful in the future in defining other requirements.
