Each .rb file should have information on the software licensing terms, 
copyright holder etc. 

For example, http://www.w3.org/Consortium/Legal/2002/copyright-software-
20021231 might be appropriate. To my knowledge this is compatible with 
all the code, dependencies etc., except the parser, which needs clarifying as 
was an external contribution (we discussed W3C License but was never finalised).
