Change Description: no spec change
Rationale: <caption> has abnormal legacy parsing behavior when it occurs in a table cell that's too risky to change. Since it's assumed that you can use just about anything you can use as a child of <body> as a child of <td>, it doesn't make sense to expand the applicability of <caption> from its current purpose.
