UIA defines a propertyChagne event for every property.  Not sure how that fits here

Cynthia to ask UIA expert if UIA implementations should fire an event on every property change.

The current text is ok.  I'd like to add a note after the first paragraph.

NOTE:  In some APIs, AT will only be notified of events to which it has subscribed.
