The HTML5 specification allows privacy exemptions to reporting navigator attributes in order to allow UAs to avoid fingerprinting.

As caretBlinkRate could be used for profiling, conformance requirements for caretBlinkRate should include such an exemption.

It seems to me that the privacy implications of this property will overshadow its usefulness. Therefor I think it should instead be completely removed.

I personally have no plans to implement this feature in Firefox at this time. (Though since there is no such thing as an "official mozilla position", this isn't an official mozilla position).
