The essence of this test is that a complex type which has an attribute use by virtue of defaultAttributesApply is redefined with a like-named type derived by extension from the original, and in the redefinition the setting of defaultAttributesApply is false. The expected test result is that the instance is invalid because it contains the relevant attribute. I believe this test result is incorrect. The redefined type is derived by extension from the original type, and the original type has an attribute use for "defaultAttr". The extended type inherits this attribute use by virtue of 3.4.2.4 clause 3.1.
