Appendix G is supposed to summarise changes since XSD 1.0

G.1.6 clause 3 reads: "Skip wildcards are now excluded from the Element Declarations Consistent (§3.8.6.3) constraint, and that constraint now also takes open content into account; these changes resolve issue 5940 Element Declarations Consistent."

This is not in fact a change from 1.0; EDC did not mention wildcards at all in XSD 1.0. Rather, it is a change from an earlier draft of 1.1.

This makes category 8.6 in our test coverage taxonomy spurious. The required tests are covered by category 8.7.

The first clause should be removed -- it is incorrect.  The second half is still correct.

The text of the item has been changed in the member-accessible status-quo documents to read:

    The constraint Element Declarations Consistent (§3.8.6.3) now takes 
    open content into account. This change, together with the explicit 
    exclusion of skip wildcards from the constraint, resolves issue 
    5940 Element Declarations Consistent.

Accordingly, I'm marking this issue resolved.
