Could implementors confirm that the referenced document is helpful enough to the point that it should be given the special status of being explicitly referenced from the spec?

Thank you for pushing this to the top of the pile, but I could not expect implementors to commit to  the usefulness of a document that is in such an early draft. Although some implementors have indicated such a document would be useful. It is fully expected that the document will be mature enough for implementors to decide before Last Call.

I would note that your choice of implementor reps to cc on this bug is rather limited, so when we think the doc is ready we will open your question up to a wider range of people involved in html5 implementation  and the HTML WG, in order to make an informed consenus decision on according "HTML to Platform Accessibility APIs Implementation Guide" the "special status" of being linked from the spec.

Rationale: That seems reasonable. I'll mark this bug NEEDSINFO in the meantime. Please re-open the bug if a plurality of implementors do indeed agree that this document is helpful enough to the point that it should be given the special status of being explicitly referenced from the spec.

Bug triage sub-team thinks this is a HTML A11Y TF priority, since it relates to a deliverable of the TF. Assigning to Steve to track. Note we don't think there should be a question of whether there is consensus around referencing this - it's a deliverable of the HTML WG and should be automatically referenced.
